Investment of more than 1 billion! Hempel 200,000 tons/year paint project approved!

Recently, the Development and Reform Commission of Jiangsu Province issued a review opinion on the energy saving report of Haihong Old Man Paint (Zhangjiagang) Co., Ltd.'s annual output of 180,000 tons of high-performance coatings and 20,000 tons of waterborne coatings.

"Request for Reporting the Energy Saving Report of Haihong Old Age Paint (Zhangjiagang) Co., Ltd.'s Investment and Construction Project with an Annual Output of 180,000 Tons of High-performance Coatings and 20,000 Tons of Waterborne Coatings" (Sufa Reform Zihuan [2022] No. 35) was received. After review, the specific observations are as follows:

Agree in principle to the energy saving report of the project. The project code is 2019-320552-26-03-508909, and the construction site is located west of Qianxi North Road and north of Yongxing Road in Yangtze River International Chemical Industrial Park, Zhangjiagang. After the completion and operation of the project, the annual consumption of electricity is 42,969,100 kWh, natural gas is 945,000 standard cubic meters, steam (1.2MPa, 188°C) is 3970.44 tons, diesel fuel is 15.00 tons, new water is 156,300 tons, nitrogen is 144,000 standard cubic meters, and the annual comprehensive energy consumption is 6827.46 tons of standard coal (equivalent value).

The proposed construction site of the project is located in the west of Qianxi North Road, north of Yongxing Road, and south of Infineum Reserved Land in Zhangjiagang Yangtze River International Chemical Industrial Park, with a new industrial land of 138,348.49 square meters (about 207.5 mu), and it is planned to build new Class A warehouses, Class B warehouses, process workshops, tank farms, office buildings and other buildings (structures), with a new construction area of 34,123 square meters, and it is planned to purchase mixing cylinders, color mixing cylinders, high-speed dispersion cylinders, semi-automatic packaging machines, air compressors, spectrophotometers and other production auxiliary equipment.

The project construction period is tentatively set for 18 months, with a total investment of about 170 million US dollars (about 1.185 billion yuan); after the completion of the project, the annual production capacity of 180,000 tons of high-performance coatings (including 105,000 tons of high-performance marine coatings and 75,000 tons of high-performance industrial coatings) and 20,000 tons of water-based coatings will be formed.
