The Indian Ministry of Commerce has officially launched an anti-dumping investigation against China's Pretilachlor and PEDA

2024-04-02

March 29, 2024 - The Indian Ministry of Commerce officially initiated an anti-dumping investigation against imports of the herbicide Pretilachlor and its intermediate PEDA in China.

The investigation was triggered by the application filed by India Pesticides Limited, which alleged that dumping of Pretilachlor and PEDA from China had caused material harm to the Indian industry.

According to the survey, India purchases a total of about 4-5000 tons of Pretilachlor and PEDA from China every year. India's main Pretilachlor technical producers are DECCAN, HPM, India Pesticide(just put into production in 2023), UNIVERSAL, etc., with a combined Pretilachlor production capacity of more than 5000 tons. India Pesticides Limited, which initiated the anti-dumping action, has just acquired a production capacity of 1,000 tons of Pretilachlor. Aarti India is in the process of matching the key intermediate PEDA for the Indian technical.

In its commencement notice, the Directorate General of Trade Remedies of India said there was prima facie evidence that Pretilachlor and PEDA from China were being dumped into the Indian market at lower than normal prices, increasing imports and causing harm to the domestic industry. This has led to price weakening, price suppression, profit decline, sales volume and capacity utilization decline in India.

The period of investigation POI adopted by the Authority for this investigation covers the period from 1 October 2022 to 30 September 2023 (12 months). The injury investigation period covers April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022, April 1, 2022 to March 31, 2023 and the POI period.
