Announcement on Imposing Import Consumption Tax on Certain Oil

In order to maintain a fair taxation order, in accordance with the relevant provisions of the domestic refined oil consumption tax policy, the relevant issues are hereby announced as follows:

1. Imported products classified under the tariff number 27075000 and whose volume of aromatics distilled below 200 degrees Celsius is less than 95% will be treated as naphtha at a unit tax of 1.52 yuan per liter, and the import link consumption tax will be levied.

2. For imported products classified into tariff code 27079990 and 27101299, the import link consumption tax is levied as naphtha at a unit tax of 1.52 yuan/liter.

3. Imported products that are classified under the tariff number 27150000 and whose volume of mineral oil distilled when the temperature is below 440 degrees Celsius are greater than 5%, as fuel oil, and the import link consumption tax is levied at a unit tax of 1.2 yuan per liter.

4. The tax policy referred to in this announcement is deemed to only involve the levy and refund (exemption) of consumption tax.

5. This announcement will be implemented from June 12, 2021.
