Urgent Update on Anti-Dumping Investigation for BOPET from China, India, and Thailand
Recently, the Indonesian Anti-Dumping Committee announced the initiation of a second sunset review investigation into Biaxially Oriented Polyethylene Terephthalate (BOPET) originating from China, India, and Thailand. This action follows requests from Indonesian companies PT Kolon Ina, PT Trias Sentosa Tbk., and PT Argha Karya Prima Industry Tbk. The products under investigation include non-reinforced and laminated BOPET sheets, films, and rolls, classified under Indonesian tax numbers ex 3920.62.10, ex 3920.62.91, and ex 3920.62.99. The announcement is effective immediately upon release.
This investigation is not the first; it traces back to a complaint lodged on July 25, 2014, by PT Argha Karya Prima Industry Tbk. and PT Kolon Ina. Following their request, a preliminary investigation was launched, which culminated in a positive ruling on December 14, 2015 (Announcement No. 221/PMK.010/2015). Anti-dumping duties were then imposed on products from China, India, and Thailand, with rates ranging from 2.6% to 10.6% for China alone.
The first sunset review investigation was initiated on October 23, 2019, and on February 3, 2021, the Indonesian Ministry of Finance issued Announcement No. 11/PMK.010/2021, affirming the earlier ruling and extending the duration of the anti-dumping duties.
