China Moves Lycopene Toward Filing-Based Health Food Management

China’s latest consultation on lycopene could mark another incremental but meaningful shift in how the country manages health food ingredients. ChemLinked reports that on April 2, 2026, the State Administration for Market Regulation released the draft Health Food Raw Material Directory: Lycopene for public comment, with feedback due by May 10. The stated purpose is to support the transition of lycopene-based health foods from registration management toward filing management. 

That distinction is important. In China’s health food system, registration is generally more burdensome, while filing offers a more streamlined path for ingredients and product categories that regulators consider better understood and more standardized. Moving lycopene toward the raw material directory therefore does more than recognize the ingredient. It potentially changes the administrative burden around it. A directory listing can turn an ingredient from a case-by-case regulatory exercise into part of a more scalable compliance pathway. 

The timing also fits China’s broader effort to make the health food framework more structured and more usable. Over time, regulators have expanded raw material directories and function claims for eligible products, signaling a preference for clearer administrative lanes rather than indefinite reliance on full registration for everything. Lycopene’s proposed inclusion suggests authorities see enough familiarity and regulatory maturity around the ingredient to consider that next step. 

For companies, the opportunity is obvious but not automatic. A more efficient pathway can improve market planning and reduce uncertainty, but it also raises the importance of strict conformity to directory conditions. Filing systems are faster precisely because regulators expect less deviation. China is not lowering standards here so much as shifting certain products into a more standardized compliance model. For lycopene suppliers and health food brands, that could be commercially helpful and strategically important.
