The U.S. Department of Commerce published the preliminary results of its antidumping duty administrative review of xanthan gum from China on October 14, announcing dumping margins of up to 70.21% for exporters covered by the review. Published in the Federal Register, the findings concern Chinese xanthan gum sold in the United States during the review period from July 1, 2024, through June 30, 2025. Commerce found that certain exporters had sold the product at less than normal value.
Under the preliminary results, Deosen Biochemical (Ordos) Ltd. received a weighted-average dumping margin of 70.21%, while the Fufeng group was assigned 51.82%. Jianlong Biotechnology received a separate rate of 56.20%. Commerce individually examined Deosen Ordos and Fufeng during the review. Jianlong was not selected for individual examination, and its rate was calculated using the results for the two mandatory respondents.
The existing 154.07% rate for the China-wide entity remains unchanged. Commerce said no interested party had requested a review of that entity, and the department had not initiated one independently. The rate applies to exporters that do not qualify for separate treatment, rather than all Chinese xanthan gum suppliers.
Commerce also rescinded the review for CP Kelco (Shandong) Biological Company Limited, Deosen Biochemical Ltd. and several Meihua-affiliated companies. The decisions followed the withdrawal of a review request and findings that certain companies had no qualifying entries during the review period. Deosen Biochemical Ltd. is listed separately from Deosen Biochemical (Ordos) Ltd., which remains subject to the preliminary findings.
The United States has maintained antidumping duties on Chinese xanthan gum since 2013. The ingredient is used in food manufacturing, pharmaceuticals, personal care products and industrial formulations. The October 14 findings are preliminary and do not replace existing duty requirements.
Interested parties have 21 days from publication to submit written case briefs. The final results will determine antidumping duty assessment rates for the review period and future cash deposit requirements.
