The U.S. Department of Commerce published the preliminary results of its antidumping duty administrative review of polyethylene terephthalate (PET) film from India on October 19, assigning a weighted-average dumping margin of 0.61% to Indian producer and exporter SRF Limited. The review covers shipments entering the United States between July 1, 2024, and June 30, 2025. Commerce preliminarily found that the company had sold subject merchandise in the U.S. market at less than normal value during that period.
The investigation initially covered several Indian PET film manufacturers. Commerce selected SRF and Polyplex Corporation for individual examination, but subsequent withdrawals of review requests reduced the number of companies under investigation. The department rescinded the review for Cosmo First, Chiripal Poly Films, Ester Industries, Garware Hi-Tech Films, Polyplex Corporation and Vacmet India. SRF is the only producer remaining in the current review.
PET film is used in food and industrial packaging, labels, electrical insulation and other polyester film applications. The United States has maintained antidumping measures on PET film from India for years, with administrative reviews determining company-specific treatment for imports during designated periods. The latest findings concern SRF's sales in the review period rather than a new antidumping investigation covering the entire Indian industry.
The existing 5.71% All-Others cash deposit rate remains unchanged. It applies to producers and exporters subject to the All-Others rate under the existing antidumping order, not to every Indian supplier other than SRF. Companies previously assigned separate rates will continue to be treated under the applicable provisions of the order. For SRF, the final results of this review will determine duty assessment rates for covered entries and future cash deposit requirements.
Interested parties have 21 days from the October 19 publication date to submit written case briefs. Commerce will consider the submissions before issuing its final administrative review results.
