Since the "3.21" particularly serious explosion accident in Xiangshui, Jiangsu Province, Xiaoshan District, Hangzhou City, Zhejiang Province, has continued to carry out a major inspection and renovation of production safety, and a major investigation and renovation of production safety, ensuring that no loopholes, no blind spots, no hidden dangers are left behind, eliminating all kinds of hidden dangers of safety risks, and fully implementing safety prevention and control measures.

According to statistics, during the period of investigation and renovation, 473 enterprises were inspected in all towns (fields) and platforms of the District Emergency Management Bureau, and 1255 hidden problems were investigated. 

Since this year, Xiaoshan District has steadily intensified its law enforcement and inspection efforts, and made good use of other means to maintain the high-pressure situation of hidden dangers. Strive hard to crack down on all kinds of violations of laws and regulations. 

"All major accident risk listed units must complete the rectification within the prescribed time limit. After the rectification and treatment work is completed and the evaluation is qualified, they shall apply to the supervising unit for acceptance. Emergency Management Bureau will take the lead in organizing relevant departments and experts to check and accept delisting. The relevant person in charge of the Emergency Management Bureau said. It is reported that all listed supervisory units will be inspected. For those units that violate the law, fail to rectify or refuse to execute the rectification instructions, the relevant departments shall impose administrative penalties according to law, and those that do not meet the conditions for safe production shall be submitted to the district people's government for closure in accordance with the relevant legal provisions. Only after passing the acceptance test can the units that have completed the rectification be delisted. In other words, "listing supervision" enterprises can only continue to start production after eliminating potential safety hazards.

Through conducting major inspections in hazardous chemicals and other industries, efforts have been made to solve a number of key and difficult problems in the field of hazardous chemicals safety and to effectively improve the safety management level of Xiaoshan hazardous chemicals enterprises. This is an initiative attack of Xiaoshan emergency management work after the "3.21" particularly serious explosion accident in Xiangshui. This year is the key year of Xiaoshan's three-year action plan for comprehensive management of safety in production. Xiaoshan insists on problem-oriented and focuses on hidden dangers. It focuses on road traffic, fire control, dangerous chemicals, building construction, operation at high altitudes and special equipment in the whole area. In other industries, special "7 + X" actions are carried out to further improve the level of production safety in key industries in Xiaoshan District through peer-to-peer inspection and renovation.

In addition, the Emergency Management Bureau will establish a town-street contact system for bureau leaders and staff to ensure the effectiveness of key work and special renovation at the grass-roots level through the "block grasp" of business departments and "line guarantee" of contacts.
