Recently, the Beijing Municipal Emergency Management Bureau issued the "Notice on the Release of Management Measures for the Safety Production of Hazardous Chemicals during the 2022 Winter Olympics and Paralympic Games", which is aimed at the Olympic venues and surrounding areas, hazardous chemical road transport enterprises, and hazardous chemical enterprises. Eleven measures are proposed. The specific announcement is as follows:

 

1. The Olympic venues, hazardous chemical units around the venues, and hydrogen-related enterprises that guarantee the Winter Olympics shall carry out in-depth investigation of potential safety risks, and research, formulate and strictly implement special safety guarantee work plans. It is necessary to strictly implement various civil air defense, physical defense, and technical defense measures, increase emergency duty and security forces, and increase the frequency of inspections and inspections to ensure safety.

 

2. Hazardous chemicals road transport enterprises shall strictly implement the temporary traffic management measures during the Winter Olympics and Winter Paralympics, and comprehensively inspect the implementation of systems such as vehicle maintenance, testing, use, management and verification, and strengthen the monitoring of vehicle operation status. , tank and goods safety status, traveling route status and other monitoring, timely identify risks such as driver's unsafe behavior, abnormal vehicle operation status, etc., and effectively deal with them.

 

3. From February 4th to February 20th and from March 3rd to March 13th, 2022, gas stations must strictly follow the "Opinions on Strengthening the Safety Management of Gas Stations in the City" issued by the Beijing Municipal Public Security Bureau and other five departments It is required to strengthen the management of bulk oil sales and to stop bulk oil sales in principle.

 

4. Hazardous chemical production and operation enterprises, chemical and pharmaceutical enterprises should carry out a comprehensive safety inspection, focusing on safety inspection and hidden danger rectification of hazardous chemical storage tank areas and production facilities to ensure temperature, pressure, liquid level, toxic and flammable gases Alarm, safety interlock, emergency cut-off, safety accessories, etc. are put into use in good condition. It is strictly forbidden to operate equipment and facilities with disease, and strictly implement the requirements of anti-terrorism prevention standards.

 

5. Enterprises with major hazard sources of hazardous chemicals should strictly implement the responsibility system for the safety guarantee of major hazard sources, fully implement the responsibility of the main responsible person, technical person in charge and operation person in charge of safety guarantee, and carry out in-depth investigation of potential safety risks of major hazard sources. The main problems and hidden dangers found in the investigation should be rectified before January 30, and safety precautions should be formulated for those that cannot be rectified.

 

6. The production and operation enterprises of highly toxic chemicals and explosive precursor hazardous chemicals shall strictly implement the sales record system of hazardous chemicals, and truthfully record the sales of highly toxic chemicals and explosive precursor hazardous chemicals according to regulations.

 

7. Hazardous chemical enterprises must strictly manage operation safety, strengthen the management of hazardous operations in installation areas, storage tank areas, and reservoir areas, strictly control inspection and maintenance operations, and try to avoid dangerous operations such as hot fire and entering restricted spaces. Apply for work permits and upgrade management as required. It is necessary to strengthen the safety management of hazardous chemical loading and unloading vehicles, and strengthen the inspection of vehicles and personnel qualifications.

 

8. Hazardous chemical enterprises should do a good job of thermal insulation and anti-freezing of open-air process pipelines, production equipment and facilities, and prevent the leakage of flammable, explosive, toxic and harmful substances from freezing cracks or blockages of hazardous chemical storage tanks, transportation pipelines, and valves.

 

9. Schools, hospitals, scientific research institutes and other units that use hazardous chemicals shall carry out safety inspections on the storage and use sites of hazardous chemicals to ensure that the storage sites of hazardous chemicals are well ventilated and that various safety facilities and fire-fighting equipment are in normal use.

 

10. All relevant units should improve emergency material reserves, strengthen emergency response capabilities, and strengthen emergency response drills. It is necessary to strictly implement the 24-hour on-duty system for leaders and important positions. Once production safety accidents and emergencies occur, they should be handled in time and reported to the relevant departments as soon as possible.

 

11. Those who violate the provisions of this notice will be punished in accordance with the "Safety Production Law", "Regulations on the Safety Management of Hazardous Chemicals" and other relevant laws and regulations; if a crime is constituted, criminal responsibility will be investigated according to law.
