China to focus on building quality and efficient TCM service system in next five years

The General Office of the State Council recently issued the "14th Five-Year The "Fourteenth Five-Year Plan" for the development of Chinese medicine puts forward a series of "small goals" for the construction of a high-quality Chinese medicine service system.



  The plan, announced on the 29th, takes into account the key areas of Chinese medicine development such as medical care, education, scientific research, industry, culture and international cooperation, puts forward the main tasks in 10 areas, sets 15 main development indicators and 11 work columns. Among them, building a quality and efficient Chinese medicine service system is at the top of the 10 main tasks.

  Chinese medicine has unique advantages in disease prevention, treatment and rehabilitation. Since the release of the "Opinions of the Central Committee of the Communist Party of China State Council on Promoting the Inheritance and Innovative Development of Chinese Medicine" in 2019, the reform and development of Chinese medicine has made remarkable achievements, but there is still a certain degree of insufficient high-quality supply and unexceptional development characteristics.



  The reporter learned from the State Administration of Traditional Chinese Medicine that during the 14th Five-Year Plan period, China will further give full play to the advantages of holistic medicine and health medicine in Chinese medicine, and focus on promoting the establishment of a Chinese medicine service system that integrates preventive care, disease treatment and rehabilitation. To build this system, it is not only necessary to create a "highland" for Chinese medicine, but also to "strengthen the bones and bones" for primary Chinese medicine services.



  From leading Chinese medicine hospitals and backbone Chinese medicine hospitals, to grassroots Chinese medicine service networks and Chinese medicine departments in other medical institutions, specific arrangements have been made in the plan. For example, a number of national TCM medical centres will be built on the basis of TCM hospitals with strong comprehensive strength and high management standards, and the 14th Five-Year Plan of Action will be implemented to enhance the capacity of grassroots TCM services.

 



  The plan also proposes to strengthen the construction of TCM pavilions in primary health care institutions, encourage places with the conditions to complete the construction of TCM pavilions in 15% of community health centres and township health centres, and carry out the construction of TCM pavilions in 10% of community health service stations and village health offices. The construction of "Chinese medicine pavilions".

 



  The purpose of building a good service system is to better enhance the service capacity. The plan specifically sets out the main task of enhancing the capacity of Chinese medicine health services.



  The plan includes the implementation of TCM health promotion actions and TCM rehabilitation service capacity enhancement projects; the construction of about 35 national TCM epidemic prevention and treatment bases, and the enhancement of TCM emergency service capacity; support for the construction of about 50 "flagship" hospitals that collaborate with Chinese and Western medicine, and the formation of about 100 combined Chinese and Western medicine treatment protocols or expert consensus.

 

The ...... plan proposes specific measures in five areas, including highlighting the distinctive advantages of Chinese medicine in health services, enhancing the ability of Chinese medicine to participate in the prevention and treatment of new outbreaks of infectious diseases and emergency response to public health incidents, and optimising the medical service model of Chinese medicine.
