Does a rubber band conduct electricity?
This is one of the most common and dangerous misconceptions about electricity.
My boss told me use these gloves to work with electricity that had a rubber coating and I took my meter out and checked resistence across the rubber in front of him. Many rubber gloves are conductive enough that they spread it across your hand and are therefore way more dangerous than touching wires bare handed, blue nitrile gloves are worse than the one I'm remembering. On top of that you might feel safer which makes you yet more endangered
Rubber can have all kinds of stuff in it and some of that is conductive. Never trust a material witj electricity unless you know exactly how conductive it is.

No, a rubber band will made out of some kind of rubber, which is a thermal and electrical insulator. if the voltage is high enough, as in high voltage static electricity, it can still flow through rubber and plastic, because it has so much energy.
