You can try Eukitt® Quick-hardening mounting medium (Sigma-Aldrich cat# 03989). We frequently use it to glue glass coverslips inside cell culture plates (24 and 12 well plates), once it dries we pour cell culture media and seed cells on it. You can put a small droplet between glass parts to be glued let it dry before adding media. The base solvent is xylene based and after drying it is chemically quite neutral, so should not cause any issue if it comes in contact with cell culture media (our culture media comes in contact with it and our cells are growing fine).
