If it required for the location, yes. It's not their decision, the government decides it. It will say so on the pump. If you use it for a small engine, you should go to someplace like home Depot, and buy fuel that doesn't have any ethanol in it. It will cause a small engine to run lean, since they don't have a computer to adjust the mixture. Usually you don't use that much per season anyway, so you'll make sure your equipment doesn't fail prematurely.

If it does it’s labeled at the pump like every other station per federal law. Most gasoline sold in the US has has a percentage of ethanol.
