Yes. But it is legally permitted to contain some material supposedly for increasing its shelf life. And that includes melamine powder, a known carcinogenic!?

It is the fat and sugars of the milk that reduces the effect of the capsaicin. Unless you are putting the capsaicin in acid (which I do not recommend) you are not dissolving the capsaicin.

Capsaicin is held in an oil. You can wash it away. (Alcohol), you can neutralize it (sugar), or you can dilute it with more fat/oil to help another liquid (or same liquid as in milk) wash it down.

Milk powder, nor milk in general , dissolves the capsaicin. Some breakdown of the capsaicin is attempted in digestion. If you exceed your body's ability to break down the capsaicin, the excess is eliminating from the same process as eliminated solid material.
