How do you neutralize sodium percarbonate?
Sodium percarbonate is a chemical substance with formula Na ₂H ₃CO ₆. It is an adduct of sodium carbonate and hydrogen peroxide whose formula is more properly written as 2 Na ₂CO ₃ · 3 H ₂O ₂. It is a colorless, crystalline, hygroscopic and water-soluble solid. It is sometimes abbreviated as SPC. Looking at this complex you can see there are two parts and, once dissolved in water, they act pretty independently. So, to neutralize the carbonate, just add sufficient acid (e.g., HCl). The hydrogen peroxide will gradually decompose to water and oxygen but if you want to speed the process, add some ferrous ion.

Sodium percarbonate is a poison. Its amount of household products usually does not cause problems. However, exposure to pure chemicals can cause burns, skin irritation, eye irritations, and even blindness. Inhalation can cause throat irritation and coughing.
