First 4 members of aliphatic carboxylic acids are highly soluble in water. Aliphatic carboxylic acids have two parts, one is polar carboxylic part, which is hydrophilic and another is nonpolar alkyl part which is hydrophobic. As the molar mass of aliphatic carboxylic acid increases solubility decreases. Because, as the number of carbon atom increases the size of nonpolar alkyl group increases. Alkyl group, being hydrophobic, decreases the solubility. So, heptanoic acid is poorly soluble in water. It is soluble in ether or alcohol.
