Yes it is obviously possible to simulate the uniaxial tension test in LAMMPS using the velocity command. You can study the detail procedure of tensile testing of nanowires from my publication with same elements studied by you: Investigation of mechanical properties and deformation behavior of single-crystal Al-Cu core-shell nanowire generated using non-equilibrium molecular dynamics simulation
