It's been a few years since I worked with any chelates, but I recall pH is a massive influence on the reaction. If you google "edta metal complex pH" some of the hits include lecture notes on complexation chemistry eg:

and
https://www.sfu.ca/chemistry/groups/Li/chem215/Edta2.pdf
So you might need to adjust the pH to ensure complexation is occurring.

Dear
as Prof Matthew mentioned some factors such as pH are very important , I think according to the reference which is attached , the proper pH 10.5 with controlling other factors , you can manage it easily!
