What is the balanced chemical equation for the reaction of NaOH and oxalic acid?

Well, oxalic acid is a diacid that will react with two equiv sodium hydroxide to give sodium oxalate, and TWO equiv of water…

And so…

[math]HO(O=)CC(=O)OH(aq) + 2NaOH(aq) ightarrow ^{-}O(O=)C-C(=O)O^{-}Na_{2}^{+} + 2H_{2}O(l)[/math]

And is this balanced with respect to mass and charge?

There is no reaction between the two, oxalic acid simply dissolves in water and becomes oxallic aid solution. If there is any equation, it would be:

C2H2O4 + H20 = C2O4- + 2H+ + H2O
