Acetate covers your nanoparticles by coordinating to the Ni2+ ions. Thus, the acetate prevents the particles from agglomoration.. If you need experimental proof for this record IR spectra of sodium acetate, nickel acetate and your NiO/OAc particles ... the two latter should have similar bands.

dear Jaehyun all materials with high molecular weight such as polymer or other materials such as acetic acid which have matrix structure can be used as stabilizer in nanomaterials synthesis because it prevent nanomaterial from collecting and made clusters (aggregation process) so it give stable particle size in the range below 100 nm .
