Potassium permanganate can be dissolved in water. You should find some organic solvents that are similar to the polarity.

It is not considered that manganese sulfate and potassium permanganate will be dissolved in aromatic hydrocarbons, ether, and ester, and will not dissolve in tetrachloride.
The most likely to be dissolved is polyol and multi -carboxylic acid.

The solubility of manganese sulfate in the methanol seems to be only 0.13g, and only 0.1g

Potassium permanenthide can be dissolved with formaldehyde and can be dissolved in acetone.
