Which is more basic, NaOH or Na2CO3?

NaOH is more basic while Na2CO3 is a salt formed upon the reaction of strong base NaOH and weak acid H2CO3.

NaOH is more basic; the compound produces OH- in solution. The CO3^2- conjugate base takes H+ from water to make some OH- ions, but nowhere near as much as NaOH.
