Dear Sara,
Natural Organic Matter (NOM) in surface water usually refers to humic and fulvic
acids that are decayed by-products of plants such as those found in surface waters shallow well aquifers. Humic and fulvic acids contain hydrophilic and lipophilic moieties, therefore it is expected that the interactions of these compounds will be higher with polymers having hydrophilic and lipophilic moieties. 
An example for a success of a polymer with balanced HLB (hydrophilic lipophilic balance) is a thin film composite formed on the interface of NF membrane as a result of the reaction of polyfunctional amine and polyfunctional acid chloride.
I would suggest to use a polymer which consists of tetraalkylammonium moiety (cationic moiety) which has the capability to attract the carboxylate anions of humic and fulvic acids (anionic moiety).

Hi,
Basically your feed contains water, so using hydrophilic polymer is advisable. You can use substrate such as PSF or PI. PSF is hydrophobic but still showing good water permeability while PI is hydrophilic which will give higher flux. 
Rejection could be increased by using dense substrate rather than more porous, in case of hydrophilic polymers such as PI.
In addition, interaction between top layer and substrate need to be consider.
