Water.

Methanol has a carbon atom replacing one of the hydrogens, and carbons usually make a company less polar (more nonpolar). And, methanol does have an oxygen.

Water is more polar. Methanol contains an essentially non-polar methyl group and and the C-O bond is less polar than the O-H bond.
