Why are anionic surfactants better at foaming than cationic surfactants?

Good question! You'll have noticed that pure liquids do not form a foam. If you were to bubble air beneath the surface of a pure liquid the bubbles will rupture immediately upon contacting each other, or when breaking the liquid-gas interface. It's normally thinning of the liquid film due to mechanical or thermal disturbances that cause this rupture - but surfactants when absorbed to the liquid gas interface can prevent this and thus allow a foam to form.

The ability for surfactants to stabilise the liquid-gas interface, prevent bubble rupture and allow foam formation is due to their amphphillic nature. They are molecules that are possess a hydrophillic (water loving) head and a hydrophobic (water-hating) tail.

At liquid-gas interfaces, surfactants orientate themselves in the most thermodynamically favourable way - their hydrophillic head in the aqeuous phase and the hydrophobic tail extruding into the gaseous phase (see the picture). This stabilises the bubbles, and enables them to break through the liquid-gas interface without being ruptured, allowing a stable foam to be created. Any foam, no matter how stable, will eventually over time lose stability and collapse.
