Ethanoic acid is a weak acid while hydrochloric acid is a strong acid. So HCl will produce more ions that an ethanoic solution of the same concentration. More ions leads to higher conductivity.
As for pH, HCl will produce more hydrogen ions compared to ethanoic acid at the same concentration. But remember that a higher numeric value of pH, 2 versus 1 for example, means a lower hydrogen ion concentration, in this case 0.01 versus 0.1, hydrogen ion concentrations.
