Why iodine pentoxide is good oxidizing agent?
This is from Cotton and Wilkinson ADVANCED INORGANIC CHEMISTRY Second Revised and Augmented Edition ,1966. Iodine Oxides.Of these ,iodine pentoxides the most important . When iodic acid is heated to 240 degrees C ,white crystalline I2O2 is obtained.
2HIO2= I2O5 + H2O ( 22–1)
It is stable up to about 300 degrees where it melts with decomposition to iodine and oxygen. It is the anhydride of iodic acid and reacts immediately with water in the reverse sense of equation 22–1. It reacts as an oxidizing agent with various substances such as H2S,HCl and CO. One of the most important uses as a reagent for the determination of CO.,the iodine which is produced quantitatively according to equation 22–2 being then determined by standard iodometric procedures:

It is certainly a strong oxidizing agent. Why do you say “good” oxidizing agent?
Perchlorate or nitrate is better for rockets And explosives.
Reversion to elemental iodine makes it a terrible bleach.
