Why is the experimental molecular weight of oxalic acid higher than theoretical weight?

Oxalic acid having molecular formula (COOH)2 and molecular weight is 90 ..

But Oxalic acid actually occurs in form of dihydrate (COOH)2. 2H2O .. this participates in reactions so that it's molecular weight seems as 126 ..

Because the empirical (simplest) formula is COOH but when dissolved in water it is a dimer.
