Here is the answer for “What is the Henry’s law constant for SO₂?

From N.I.S.T. - Sulfur Dioxide:

Variously measured as being from 1.1 to 1.5 mol/kg*bar, with

1.2 mol/kg*bar being the most referenced value.

As for ‘Why’ it is constant, it isn’t, since it has a temperature dependence (from the some as above set of data) in the range of:

3 100. < d(ln(kH))/d(1/T) < 3 200.
