Yes. This is true for all Bronsted-Lowry acids or bases, strong or weak: the pH of the solution is dependent on the concentration of the acid or base.

Yes. In any bicarbonate solution, the pH will depend on the value of Ka and the concentrations of H^+ and CO3^2- ions.

HCO3^- → H^+ CO3^2-
