How to achieve very low concentration (1 ppm or so) of Formaldehyde ?

You can try the permeation tube loaded with trioxymethylene. The tube can be purchased, and the direction will tell you the gas flow rate and temperature.

Dear Bibhas,
you can also heat solid paraformaldehyde in a glass tube flushed with nitrogen. The heating temperature as well as the nitrogen flow rate will determine the formaldehyde concentration in the gas phase. You can also dilute the flow after the glass tube for further dilution.
Best,
Sascha

While considering heating a weighted amount of solid paraformaldehyde to vaporize it ― depolymerized to formaldehyde ― into the recipient atmosphere, the following paper may help:  http://www.sciencedirect.com/science/article/pii/S0040603115001549
