One issue we commonly encounter, while using DMSO to dissolve sample for HPLC, is 'peak dragging' and unsymmetrical peaks. It is better to avoid DMSO as much as possible

You can use mixture of methanol and ethanol or mixture of methanol- acetonitrile for solubilization initially. Final dilutions can be made only with methanol or mobile phase.

I am not sure what concentration of Kaempferol and Quercetin you need. Refer USP36 - Powdered Ginkgo leaf extract monograph - this gives you the actual std solution concentration for HPLC. 0.125 mg of Kaempferol in 1 mL methanol; 0.125 mg of quercetin in 1 mL methanol. This is a time tested method of standard preparation (of Kaemperferol) for HPLC and we had been routinely preparing kaempferol solutions without any hitch.

According to the Merck Index, kaempferol is soluble in hot ethanol, ethyl ether, acetone, acetic acid, and alkalies. Quercetin is soluble in ether, methanol, ethanol, acetone, pyridine, and glacial acetic acid. As for compatibility with your instrument or method, that is your call.

Hi you can dissolve it in ethanol or Demso further dilute such way that solvent in final dilution should not be more than 1%

You can try as suggested by Suresh Govindaraghavan. Alternatively, try dissolving in DMSO and dilute with methanol to get your final concentration.
