Roundup is only slowly taken up through the leaves and is easily washed off.
There is a steady trade in surfactants and oils that are supposed to increase its speed of uptake and give better results.
Since vinegar is likely to scorch the leaf, IMHO it would slow down the uptake of Roundup.
