Because 0.1N HCl is exactly solvent of ciprofloxacin.

Ciprofloxacin can be Dissolved by adding few drops of o.1 N HCl to it and making it up to 100ml in Water and sonicating it for 5 to 10 minutes.

I hope by "further dilution" you don't mean you add water - that would make it more insoluble.
Try
1) mildly heating the solution (sometimes could help) to dissolve
2) make it again by adding powder little by little into 0.1N HCl
