Yurii V Geletii , Fully agree with you Sir. Dear Yogesh Singh , please read the text book on electrochemistry. You can read " Electrochemical Methods: Fundamentals and Applications" by Allen Bard and Larry Faulkner. Whatever questions you have asked till now, you can get answer of most of them from this book. There is no harm to read the text books, they are still gold.

The electrochemistry is one of the main tool to study electron transfer processes. Your question can't be answered in several words. You need to learn much before starting any project on water splitting.
Keep in mind that this is not an EDUCATIONAL but a PROFESSIONAL forum.

In my opinion, The information you get from the CV for water splitting is as follows.
1) from Peaks you can analyze the oxidation and reduction
2) can compute the double layer
3) the current you get is analog to the Charge, which gives the info about the available surface area for reaction and you can also compute it as well.
4) can find out charge and mass activity with the help of CV.

But as mentioned above, read the textbooks and scientific papers on water splitting
