India Imposes Anti-Dumping Duty of Up to $217/Ton on Chinese Isopropanol!
On October 22, 2024, the Revenue Bureau of the Ministry of Finance issued Circular No. 22/2024-Customs(ADD). The circular details the final ruling of the anti-dumping investigation against Isopropyl Alcohol products from China by the Ministry of Commerce and Industry on August 14, 2024. Based on this ruling, India decided to impose anti-dumping duties on the Chinese products involved for a period of five years. Specifically, Zhuhai Long Success Chemical Industry Co., Ltd., the producer/exporter involved, will be charged an anti-dumping duty of $82 per ton, while other Chinese producers/exporters will be charged an anti-dumping duty of $217 per ton. The products covered by this measure are isopropyl alcohol products under Indian Customs Code 29051220. This measure is effective from the date of publication in the Official Gazette of India.
As early as September 29, 2023, the Indian Ministry of Commerce and Industry issued a notice announcing that in response to the application of a domestic company, Deepak Fertilisers and Petrochemicals Corporation Limited, An anti-dumping investigation has been initiated against isopropyl alcohol products originating in or imported from the PRC. After a period of investigation and evaluation, the Indian Ministry of Commerce and Industry made a positive final ruling on August 14, 2024, finding that there was dumping of isopropyl alcohol products in China, and decided to take corresponding anti-dumping measures. This decision eventually led to a circular issued by the Tax Bureau of the Ministry of Finance on October 22, 2024, formally imposing anti-dumping duties on the Chinese products involved.
