Jiangsu Chemical Industry Renovation and Lifting Scheme 'Boots Landing'

On the basis of the revision of the "Jiangsu Chemical Industry Regulation and Promotion Plan (Draft for Consultation)" on April 1, the "Jiangsu Chemical Industry Safety and Environmental Protection Regulation and Promotion Plan" was officially promulgated on the eve of May 1st. On May 6, Qin Zhiqiang, chairman of Jiangsu Chemical Industry Association, said that this is a programmatic document for reshaping the new pattern of Jiangsu chemical industry and is conducive to guiding Jiangsu to develop into a green, safe and modern high-end chemical industry.
Proposed in the Plan that the number of chemical production enterprises in the areas along the Yangtze River should be reduced. In principle, all chemical production enterprises within 1 km of the main and tributary of the Yangtze River and outside the chemical park will withdraw or relocate before the end of 2020. For those enterprises that can't be relocated, we should adopt "one enterprise, one policy" to accelerate transformation and upgrading. Low-end capacity has been significantly reduced. Close chemical production enterprises that fail to meet safety and environmental protection standards and have prominent potential risks. Within a time limit, ban and close chemical enterprises or production facilities with backward technology listed in the national elimination catalogue.
The Program stresses that access to chemical industry should be strictly enforced and the threshold of industrial access should be raised. High-standard chemical projects with good market prospects, high technological level, advanced safety and environmental protection, and strong industry driving force. In principle, the investment of new chemical projects should not be less than 1 billion yuan (excluding those listed in the National Guidance Catalogue for Key Products and Services in Strategic Emerging Industries (2016).
For chemical industry parks, the plan proposes that chemical industry parks (concentration areas) should be re-evaluated, and chemical industry parks with large-scale production, complete industrial chain, complete infrastructure and high level of comprehensive management should be defined as chemical industry parks; chemical industry parks with certain scale, forming a certain industrial agglomeration effect, higher industrial level, better management foundation but not clear industrial chain should be defined as chemical industry concentration areas. For small scale, low industrial correlation, imperfect infrastructure, prominent safety environment problems and dense distribution of surrounding sensitive targets, the location of chemical industry parks will be cancelled, new chemical projects will be strictly prohibited, and the number of existing enterprises will be greatly reduced.
In addition, the Program emphasizes the standardization of the management of industrial and manufacturing enterprises. The legal representative of the enterprise, the largest shareholder and the person in charge of technology shall participate in the training and assessment of the practicing ability of the emergency management department, the ecological environment department and its authorized institutions, and shall be on duty with certificates.
Qin Zhiqiang told reporters that after repeated discussions, "boots" have finally landed. The core objective of the revised "Program" is to reshape the new pattern of Jiangsu chemical industry, not to develop chemical industry, but not to develop low-end and backward chemical industry, and to build a green, safe and modern high-end chemical industry that conforms to the law of industrial development, circular development and perfect industrial chain. At the end of last year, there were 4280 chemical enterprises in Jiangsu Province, of which 2642 were above the scale and 1638 were below the scale. The number of enterprises below the scale accounted for 38.3%, and the industrial organization structure needed to be improved. On the other hand, about 70% of Jiangsu chemical enterprises are still distributed along the Yangtze River, of which 288 are located within 1 km of the main stream and main tributaries of the Yangtze River; 31 chemical parks or concentration areas are built along the Yangtze River, but the main business income of chemical enterprises in the three coastal cities only accounts for 23.9% of the total chemical industry in the province, and the regional distribution is unreasonable. There are still 55% chemical production enterprises scattered outside the park (concentration area), of which 68.2% are not in the park along the Yangtze River, 39.2% are in the park in northern Jiangsu and 38.1% are in the park along the coast. For this reason, it is necessary to carry out safety and environmental protection renovation in Jiangsu. It can be seen from the Plan that the Standing Committee of the Provincial Party Committee has made adjustments after soliciting opinions, highlighting the comprehensive, historical and dialectical view of chemical enterprises and putting forward classified countermeasures. But the next step is to implement the plan of "comprehensive use of the rule of law, market-oriented means, in accordance with the law and regulations to promote" rectification, to prevent "crooked monks to read Confucian classics crooked. Others have no specific requirements. If we add more codes in the implementation process, it will still have a great impact on the industry, and also violate the original intention of the provincial Party committee and the provincial government.
