The Cutter Suction Dredger, constructed of steel and of the non-self-propelled, dismountable type, is capable of berthing and dredging in any waters, both in coastal areas and inland rivers, with conditions similar to those in navigation area "A" or below the "A"-line specified in the code for inland river steel engineering ship manufacture of the People's Republic of China.

The dredger can be used to excavate and transport cohesive sediments of no more than III, as specified in the "Drop and Engineering Construction Technology" issued by the Ministry of Water Resources of the People's Republic of China.

The hull consists of three pontoon bridges: a main pontoon bridge (with a computer room) and two side pontoon bridges. All parts are sized to facilitate the transport of YS-CSD450 dredgers by road, rail or water. The dredger is equipped with a quick connection isolation system for pontoon bridges, which is achieved by using bolts at the deck level, front and rear of the hull, and hooking at the bottom. In addition, the dredger is powered by a marine engine, and the main engines all drive the dredger and hydraulic pumps. In turn, hydraulic pumps power other equipment such as cutting machines, swings and ladder winches.
