As an inorganic non-polar substance, dimethicone can't dissolve in water due to the lack of polar or ionizable groups for interaction with water molecules. The problem is not that all beeswax causes congestion but rather, it sits on top of the skin acting as a barrier creating an occlusive effect, keeping out moisture, and providing a creamy or silky consistency for skincare and beauty products. As such, the ingredient has become pretty popular as inclusion in moisturizers, makeup primers, and other products meant to enhance skin texture and appearance.
