Power supply and demand in some areas are tight during peak hours. In order to ensure a smooth summer peak, Zhejiang, Jiangsu, Anhui, Yunnan, Inner Mongolia and other provinces, cities and regions have adopted methods such as increasing peak electricity prices, limiting power for industrial enterprises, shifting peak shifts, and reducing power consumption, etc., and take multiple measures to alleviate electricity. Inner Mongolia: Increasing electricity prices and implementing peak power rationing in West Mongolia
The Ministry of Industry and Information Technology of Inner Mongolia issued the "Notice on Clarifying the Upper Limit of Price Floating in the Electricity Trading Market in West Inner Mongolia and Adjusting the Related Matters of Market Transaction Policies in Some Industries" (Neigongxin Jingyun Zi [2021] No. 245), starting from August 2021 , The transaction price of coal-fired power generation in the electricity trading market in the West Inner Mongolia region can rise by no more than 10% on the basis of the benchmark price (0.2829 yuan per kWh) (the upper limit is 0.3112 yuan per kWh).
Due to the shortage of power supply, the Mengxi region of Inner Mongolia began to implement the peak period power requirements, and the power limit time is from 7 to 10 pm every day. Due to the limited power policy and the dual control of energy consumption, many representative alloy companies have issued announcements on reductions in supply. This month's supply is about half of the daily planned amount. In Inner Mongolia, due to the escalation of power curtailment, enterprises in Huade, Bayannaoer, Fengzhen and other places are unable to produce normally and are on the verge of suspending production.
Hangzhou, Zhejiang: Orderly carry out staggered peaks, avoid peaks and organize centralized inspections for high-energy-consuming enterprises
The Hangzhou Municipal Development and Reform Commission issued the "The City's Orderly Electricity Use and Electricity Demand Response Work Plan for 2021" to guide enterprises to carry out peak staggering and avoiding peaks in an orderly manner, and to strictly implement procedures for orderly electricity use. A group of enterprises with high energy consumption and high pollution will be organized to arrange centralized maintenance from July to September.
At the same time, the implementation of orderly electricity quota indicators, the development and reform departments of all districts and counties (cities) according to the comprehensive evaluation of the enterprise classification, according to the "orderly electricity consumption by grades", give priority to meeting the power consumption of enterprises with good social comprehensive benefits, and control high consumption Energy and high-polluting enterprises use electricity.
The Hangzhou Xiaoshan Electric Power Department notified that the power limit will be started from July 23 to September 30, and the power limit is 20% of the amount from January to April.
Anhui: Electricity prices rise during peak hours
The Anhui Provincial Development and Reform Commission recently issued the "Notice on Trial Implementation of Seasonal Peak Electricity Prices and Demand Response Electricity Prices (Draft for Solicitation of Comments)". Henan: restrictions on the export of thermal coal, some factories cut off power supply
The Henan Development and Reform Commission recently issued the "Dispatch Notice on Guaranteeing the Supply of Electric Coal in the Province", which mentioned: In order to ensure the supply of electric coal in the province, all coal mines in the province are required to not sell coal produced outside the province, and all coal mines in the province produce coal. Those that can be converted to electric coal are not allowed to be washed.
In addition, the recent shortage of electricity and coal supply in Henan Province has caused a shortage of grid power load. In order to ensure the electricity consumption of residents, the electric power department requires some enterprises and industrial users in the province to stop production and strictly abide by the order of electricity use.
Jiangxi: Trial time-sharing trading of electricity from July to December
The Jiangxi Provincial Energy Bureau issued a notice on further improving the power time-sharing trading mechanism. It is planned to try out the "benchmark ceiling price + floating mechanism" for power time-sharing trading from July to December 2021.
Jiangsu: implement seasonal peak electricity prices
The Jiangsu Provincial Development and Reform Commission issued the "2021 Summer Peak Electricity Price Adjustment Policy". From July 15 to August 31, when the daily maximum temperature reaches or exceeds 35°C, the peak period (10 to 11, 14 to 15) On the basis of the peak electricity price, an increase of 0.1 yuan per kilowatt-hour is added. This policy is applicable to large industrial users of 315 kVA and above.
Yunnan: Ushered in the second power cut, the factory reduced electricity consumption by 25%
Recently, Yunnan ushered in the second power cut this summer. Yunnan Province has begun to require some local metal producers to reduce power consumption for the second time within three months. Yunnan’s zinc and tin smelters have received a request to reduce consumption by 25%. Power notification. Since July 15th, most companies have implemented staggered production, and only at night can start at normal or low load. Currently, the Yunnan area has a daily output of about 500 tons, and the operating rate has dropped by 20 percentage points from the previous month to 31%.
Guangdong: Staggered shifts in some regions

Various OEM/ODM factories and most manufacturing companies have been required to use power during peak periods and produce within a limited time. At present, enterprises in some areas of Guangdong have received notices of off-peak shifts, requiring all production and electricity to be stopped at a specific time.
Ningxia: Implementation of a one-month suspension of production for some high-energy-consuming enterprises
The Wuzhong Municipal Bureau of Industry and Information Technology and the Development and Reform Commission issued a notice on the implementation of limited production shutdowns for some high-energy-consuming enterprises. The limited production shutdown time is temporarily one month and adjusted at any time according to the company's energy-saving diagnostic evaluation and the completion of the city's industrial energy consumption target.
Guangxi: It is strictly forbidden to use electricity exceeding the standard during the orderly use of electricity
Guangxi Power Grid issued an early warning notice for power supply, requiring power supply bureaus to make orderly use of electricity, inform customers in advance to arrange production, scientifically avoid peaks, and ensure that peak-shifting and peak-avoidance are in place. Excessive power consumption is strictly prohibited during orderly power usage periods.
Guangxi Nanning issued a document requiring government agencies at all levels, enterprises and institutions, places where air-conditioning is heavily used, and urban lighting projects to implement orderly use of electricity.
In addition, enterprises in Wuzhou, Yulin and other places have received notices, saying that the curtailment is expected to last for 2 months, the power load will be reduced by 30%, and many enterprises will start to reduce production.
More than a dozen regional "restrictions" are issued, chemical companies are facing a crisis

These comprehensive factors are expected to be difficult to improve before the end of August. The decline in the domestic chemical industry's output will continue.
