FDA’s Review of BHT and ADA Signals a New Era for Food Additive Compliance
The U.S. FDA has finalized its new post-market assessment program for food chemicals and has launched reassessments of butylated hydroxytoluene (BHT) and azodicarbonamide (ADA). Both substances have long been used in food applications, but the decision to place them under formal reassessment shows that the regulatory focus on food additives is moving beyond pre-market approval and into continuous safety review. The FDA’s requests for information on BHT and ADA will remain open until July 13, 2026.
Post-Market Review Becomes the New Compliance Baseline
For the food ingredient industry, this is a meaningful shift. Traditional additives are no longer protected simply because they have been used for years. Once a substance enters post-market review, manufacturers, suppliers, researchers, and downstream brands may need to provide updated safety data, usage information, exposure assessments, and technical justification.
The message is clear: legacy food additives now need modern evidence. This could affect antioxidant systems, flour treatment agents, processing aids, preservatives, stabilizers, and other functional ingredients that have been widely used in processed foods.
Why BHT and ADA Matter
BHT is commonly used as an antioxidant to help protect fats and oils from oxidation, while ADA has been used as a flour treatment agent. These are not glamorous ingredients, but they sit inside large, mature supply chains. If their regulatory status becomes more uncertain, the impact may spread from ingredient suppliers to bakery producers, snack manufacturers, packaged food brands, and retailers.
The commercial pressure will not only come from regulators. Large food companies may begin reviewing internal ingredient lists before final regulatory decisions are made. Retailers may also push suppliers to reduce exposure to controversial additives in order to avoid consumer-facing risk.
Reformulation Pressure Will Create Winners and Losers
If companies reduce or replace BHT and ADA, demand may grow for alternative antioxidant systems, cleaner-label processing aids, enzyme-based solutions, fermentation-derived ingredients, and more transparent formulation support. Suppliers that can offer tested alternatives, regulatory documentation, and application guidance will be better positioned.
At the same time, low-cost suppliers that only compete on price may find it harder to serve global brands. Food manufacturers increasingly need partners that can explain safety, function, stability, shelf life, and regulatory status across different markets.
The future of food additive competition will be less about single-ingredient supply and more about documented, defensible formulation systems.
