Shanghai: 2019, the total coal consumption will be controlled at 44 million tons

Shanghai Municipal Development and Reform Commission recently issued the Circular on Printing and Issuing the Key Work Arrangements for Energy Conservation and Emission Reduction and Climate Change Response in Shanghai in 2019, putting forward that the total coal consumption in Shanghai should be controlled at about 44 million tons in 2019.

The Notice clearly states that we should focus on the total control of coal consumption and vigorously implement the special action of "coal reduction". Coal consumption in iron and steel industry has been significantly reduced, iron-steel ratio has been significantly reduced, and coal for power generation in iron and steel self-owned power plants has been gradually reduced. Strictly control the use of coal in petrochemical industry, and gradually reduce the use of coal in self-owned power plants of Shanghai Petrochemical Company on the premise of ensuring the safety of power supply and heating. On the premise of ensuring the safety of electric power, the coal used in public power plants should be reasonably controlled. Priority should be given to docking with clean energy sources outside the market to further improve external power consumption.

Target: In 2019, the energy consumption increment of the whole city will be controlled at about 4.2 million tons of standard coal, the carbon dioxide emission increment will be controlled at about 9 million tons, the total coal consumption will be controlled at about 44 million tons, the comprehensive energy consumption per unit gross domestic product (GDP) and the carbon dioxide emission per unit GDP will decrease by about 2.3% compared with the previous year, respectively; sulfur dioxide, nitrogen oxides, chemical oxygen demand and ammonia nitrogen. Emissions were 2%, 2%, 2% and 2% lower than the previous year respectively. Fine particulate matter (PM2.5) concentration strived to decrease compared with the previous year, and volatile organic compounds (VOCs) emissions continued to decline.
