Shanxi plans to reduce the excess coke capacity by 40.27 million tons in 2020

According to the recently held energy work conference of Shanxi Province, in 2020, Shanxi plans to reduce the excess coke capacity by 40.27 million tons and build a national green coking industrial base. Shanxi is an important coking production area in China. According to the opinions on the layout of coking industry in Shanxi Province issued by Shanxi Provincial Development and Reform Commission, by the end of 2017, a total of 144.87 million tons of coke capacity had been built in Shanxi, including 129.07 million tons of independent coking capacity and 15.8 million tons of steel coke supporting capacity. According to the data of "looking back" and special supervision feedback from the second environmental protection supervision group of the central government to Shanxi Province, by September 2018, the actual capacity of coking in Shanxi Province reached 147.68 million tons, an increase of 2.8 million tons compared with 2017. According to Mysteel's statistics, the coke production capacity in Shanxi Province is about 136 million tons, because the completed capacity announced by Shanxi Provincial Department of industry and information technology includes not only the production capacity, but also some idle zombie capacity.

 

According to the data released by Shanxi Provincial Bureau of statistics, in 2017, Shanxi's coke output was 83.83 million tons, a year-on-year increase of 1.6%; in 2018, the coke output was 92.56 million tons, a year-on-year increase of 10.4%. According to the survey data released before Xingye futures, by the end of 2017, there were 105 coking enterprises in Shanxi Province, with coke production capacity of 125.98 million tons; by the end of 2018, the number of coking enterprises in Shanxi Province increased to 114, with the enterprise scale increased by 9, with coke production capacity increased to 138.42 million tons, with the capacity scale increased by 9.9%. In 2017 and 2018, the utilization rate of coking capacity in Shanxi province was 66.5% and 66.9% respectively, which remained at a low level. However, in the context of national environmental protection and capacity reduction in coking industry, Shanxi's coke production has continued to grow substantially, with serious overcapacity, and nearly one third of the production capacity is invalid or unable to be put into production. According to the survey data of Xingye futures, the coke production capacity of Shanxi Province is relatively scattered. In terms of different regions, the coke enterprises of the whole province are distributed in eight cities. Among them, Luliang, Linfen and Changzhi have 26, 23 and 21 coking enterprises respectively, with coke production capacity of 34.22 million tons, 24.35 million tons and 22.96 million tons, accounting for 24.7%, 17.6% and 16.6%; Yuncheng, Taiyuan and Jinzhong have the same coking capacity, Xinzhou and Jincheng also have a small number of coking enterprises. In terms of furnace type, the coke production capacity of coke oven with a height of 4.3m of carbonization chamber accounts for 66.2% of the total, and the proportion of coke enterprises that fully or partially use coke oven with a height of 4.3m of carbonization chamber accounts for 76.3%. From the perspective of coke oven technology, 69.3% of coking enterprises use stamp charging coke oven, with the coke capacity accounting for 65.8%; 13.2% of coking enterprises use top charging coke oven, with the coke capacity accounting for 18.4%; the rest is heat recovery coke oven.

 

In terms of coke quenching process, 90.4% of coking enterprises adopt wet quenching process, with the coke production capacity accounting for 81.3%; 3.5% of coking enterprises adopt dry quenching process, with the coke production capacity accounting for 6.3%; other enterprises use both processes. According to the "coking industry access conditions" revised by the Ministry of industry and information technology in 2014, the height of newly built stamp charging coke oven carbonization chamber shall be no less than 5.5m, and the height of top charging coke oven carbonization chamber shall be no less than 6m, and it is recommended to adopt dry quenching process for coke quenching. Compared with the access conditions and current situation, the coking industry in Shanxi Province has the problems of unreasonable production capacity structure and high proportion of backward production processes. Most of the production capacity is still based on stamp charging coke ovens with a height of 4.3 meters in the carbonization chamber, and most of them adopt the wet quenching process. According to the opinion on the layout of coking industry in Shanxi Province, 12 key coking parks with a scale of over 5 million tons will be established in the whole province, and the height of the newly put into operation coking chamber of coke oven shall be more than 6 meters. In the future, the capacity of coking industry will be concentrated and the generation level of coke enterprises will be improved. The notice on printing and distributing the three-year action plan for high quality and green development of coking industry in Shanxi Province (jgxcz [2019] No. 81) once proposed that we should strive to eliminate 10 million tons of excess coking capacity in 2019. According to the action plan for reducing excess capacity of Shanxi Coking Industry and fighting pollution prevention and control, the total coking capacity of Shanxi Province has been reduced to less than 147.68 million tons, and on this basis, the built-up capacity has been kept unchanged. We will implement three-year upgrading and transformation of the coking industry, comprehensively promote the development of the coking industry in terms of park, chain, green and high-end, and improve the level and quality of technical equipment in the coking industry. By 2022, the proportion of advanced production capacity will reach more than 60%.
