China's Coating Production Technology Export Restrictions! Involving a Total of 9 Chemical Technologies

Recently, the Ministry of Commerce of China, together with the Ministry of Science and Technology, revised and released the "China's Catalog of Export Prohibited and Restricted Technologies". Technical items were compressed from 164 to 134, a total of 34 technical items were deleted, 4 were added, and 37 were modified.

There are 9 items related to petroleum and chemical industry, of which 2 technologies are prohibited from export, and 7 technologies including coating production technology are restricted from export. For paint production technologies that are restricted for export, the control points include the formula and production technology of multi-color, multi-wavelength laser stealth paint.

The catalog was adjusted twice in 2008 and 2020. This revision is a routine adjustment to the catalog in accordance with the law to adapt to changes in the technological development situation and according to the needs of technology trade management work.

The main contents of this revision of the Catalog include:

The first is to delete 6 technical items prohibited from export, including green plant production regulator manufacturing technology, and 28 technical items restricted from export, including medical diagnostic equipment and equipment manufacturing technology, and target feature extraction and identification technology.

The second is to add a new prohibited technology entry, namely cell cloning and gene editing technology for human use. Three new technical items have been added that restrict exports, including crop hybrid advantage utilization technology, bulk material handling and transportation technology, and lidar systems. Business entities can apply for exports in accordance with the licensing procedures in accordance with the law.

The third is to adjust the control points and technical parameters of 37 technical items, involving 6 technical items prohibited from export such as Chinese herbal medicine resources and production, and 31 technical items restricted from export such as cash crop cultivation and breeding technology, non-ferrous metal metallurgy technology, and large-scale high-speed wind tunnel design and construction technology.

The relevant person in charge of the Ministry of Commerce of China stated that technology export refers to the transfer of technology from within China to abroad through trade, investment or economic and technological cooperation. Technologies that are prohibited from export in the catalog shall not be exported. Technologies subject to export restrictions are subject to license management; they are not allowed to be exported without permission. Technologies that are subject to free export are subject to contract registration management.

There are 9 items related to petroleum and chemical industry, of which 2 technologies are prohibited from export, and 7 technologies including coating production technology are restricted from export. The main contents are as follows:

1) Fireworks and firecracker production technology. Control points include firecrackers and fireworks manufacturing processes.

2) Rare earth refining, processing and utilization technology. The control points include rare earth extraction and separation technology, production technology of rare earth metals and alloy materials, preparation technology of samarium cobalt, neodymium iron boron, and cerium magnets, and preparation technology of rare earth calcium oxyborate.

3) Biopesticide production technology. The key points of control include the production technology of locust microsporidia preparations, the production technology of polyhedrosis virus strains and preparations, Jinggangmycin strains and production technology, Huaguangmycin strains and production technology, Liuyangmycin strains and production technology , Aureomycin strains and production technology, Ningnanmycin strains and production technology, Abamectin strains and production technology, Bt strains and production technology, Bacillus subtilis strains and production technology, Kasugamycin strains and production technology,Pyrimidine nucleoside antibiotics (agricultural resistance 120) strains and production technology, Beauveria bassiana and Metarhizium anisopliae strains and production technology, Spinosad strains and production technology.

4) Coating production technology. Control points include multi-color, multi-wavelength laser stealth coating formula and production technology.

5)Synthetic fiber production technology. Control points include carbon fiber processing technology.

6) Rubber product production technology. Control points include aircraft tire manufacturing technology and rubber load-bearing tire manufacturing technology (a single tire has a load capacity of more than 20 tons).

7) Polymer matrix composite material production technology. The control points include the production technology of fiber-reinforced resin-based composite materials used for spacecraft shells; the production technology of fiber-reinforced resin-based ablation-resistant, heat-insulating, heat-proof, composite materials used for high-pressure vessels (pressure ≥ 25MPa);Production technology of fiber-reinforced resin-based ablation-resistant composite materials with bulk density 1.5~1.7g/cm2 and ablation rate ≤0.22mm/s; resin matrix formula in hot melt process.

8) Design and manufacturing technology of core components of petroleum equipment. Key points of control include mid-to-high-end downhole operation tools and software for petroleum equipment, and the design and manufacturing technology of core drilling and completion components such as key oil and gas gathering and transportation equipment, top drives, injection heads, fracturing fractures, liquid nitrogen pumps, and liquid nitrogen evaporators.

9) Basic process technology of large-scale petrochemical equipment. The control points include material technology, welding technology, heat treatment technology, processing technology and detection technology of large petrochemical and coal chemical plant reactors, furnaces, heat exchangers, spherical tanks and other static equipment.
