China's Polyester Staple Fibers Hit Again: Turkey's 5-Year Anti-dumping Tax Remains Unchanged, Chinese Companies Pay an Additional $0.21 per Kg!

According to the authoritative report of China Trade Remedy Information Network, on August 24, 2024, the Ministry of Trade of Turkey officially issued the Announcement No. 2024/24. The announcement targets synthetic polyester staple fibres originating in China (Turkish: poliesterden sentetik devams z lifler (polyester elyaf) carried out the final ruling of the third sunset review of anti-dumping and decided to maintain the anti-dumping duties determined by Announcement 36 of 2018, That is, the Chinese enterprises involved in the case need to pay an anti-dumping duty of 0.21 US dollars/kg. At the same time, for synthetic polyester staple fibers originating in Indonesia and South Korea, the Ministry of Trade of Turkey made a positive final ruling on the fourth sunset review of anti-dumping, maintaining the anti-dumping duty determined by the announcement No. 13, 2018. Specifically, the Indonesian P.T. Indorama Synthetics Tbk company pays 6.2% of CIF, other Indonesian companies pay 12% of CIF, and Korean companies pay 6.2% of CIF. The Turkish tax code of the product involved is 5503.20.00.00.00. The announcement shall come into force as of the date of promulgation and shall be valid for five years.

 

On March 4, 1999, Turkey initiated an anti-dumping investigation against synthetic polyester staple fibres (polyester staple fibres) originating in Indonesia and South Korea. On March 13, 2000, Turkey made a positive final ruling on the case and began to impose anti-dumping duties. Since then, Turkey has conducted three sunset reviews on September 8, 2006, May 16, 2012, and April 20, 2018, and made positive rulings, extending the tax period accordingly.

 

On July 8, 2006, Turkey initiated anti-dumping investigations against synthetic polyester staple fibers originating in China and Saudi Arabia. On September 1, 2007, Turkey made a positive final ruling on the case and began to impose anti-dumping duties. Subsequently, Turkey conducted two sunset reviews on July 16, 2013 and October 20, 2018, respectively, and issued positive rulings, extending the tax period accordingly.

 

On September 8, 2021, in view of the upcoming safeguard measures on imports of polyester staple fibers, the Ministry of Trade of Turkey issued Notice No. 202/44, which decided to suspend anti-dumping duties on synthetic polyester staple fibers originating in countries/regions such as China, Indonesia and South Korea, with effect from September 23, 2021. The validity period is the same as the validity period of the polyester staple fiber safeguard.

 

On April 14, 2023, the Ministry of Trade of Turkey issued Announcement No. 2023/15, at the request of Turkish enterprises, launched the third sunset review investigation of anti-dumping on synthetic polyester staple fiber originating in China, and launched the fourth sunset review investigation of anti-dumping on synthetic polyester staple fiber originating in Indonesia and South Korea.
