EU Biopesticide Regulations Set for Major Overhaul Promising Faster Approval Times

The European Union is on the brink of a significant transformation in its biopesticide regulations, aimed at expediting the approval process for biopesticides and biocontrol products. This reform is critical as the current lengthy registration process has deterred innovative technologies from entering the European market. The European Commission has announced plans to unveil new regulations by the end of this year, streamlining the approval process and enhancing Europe’s competitiveness in the global market.

Currently, the approval process for biocontrol products is based on a framework established 15 years ago, which has become outdated. On average, product registration takes seven to nine years in Europe, whereas regions like North America and Asia can complete the process in just two to three years. The upcoming legislation aims to clearly define biocontrol substances and allow member states to provisionally approve products containing biological components that are still under evaluation.

The anticipated 2026 Biotech Act is expected to fill existing gaps in the current framework and further accelerate the registration process for biocontrol products. The slow pace of approval has led some companies to shift their global registration strategies to North America and Brazil, where approval timelines are significantly shorter. According to Olivier De Matos, General Director of Croplife Europe, Europe sees a 30% lower return on investment compared to other regions. A recent internal survey indicated that 55.7% of respondents do not plan to submit registration applications for active biochemicals within the EU due to regulatory hurdles.

As global competition intensifies, it is imperative for Europe to enhance its agricultural sector and ensure that farmers have access to essential products.
