In early October 2025, a confidential document from Germany’s ruling coalition surfaced, revealing a new push to “shield European steel from unfair competition.” This move—led by the Social Democratic Party (SPD), the coalition’s senior partner—marks Berlin’s most assertive industrial protection stance in years. It calls for a “Buy European” framework, stricter import controls, and faster subsidies for green transformation, especially in the steel and energy-intensive sectors that have been under siege since Europe’s energy crisis began.

At first glance, this might seem like a replay of Europe’s old protectionist instinct. But this time, it’s more sophisticated—anchored in climate policy, industrial sovereignty, and geopolitical anxiety. The SPD’s internal paper, leaked to Reuters, argues that without “temporary safeguards,” the EU’s decarbonization agenda risks hollowing out its industrial core. In plain terms: Europe is trying to go green while running out of air.

 

The Green Shield: When Decarbonization Meets Industrial Panic 

The context is brutal. Since 2021, Europe’s steelmakers have been battered by surging energy costs, tightening carbon rules, and a flood of cheaper imports—especially from China, India, and Turkey. While the EU’s Carbon Border Adjustment Mechanism (CBAM) is meant to level the playing field by taxing carbon-intensive imports, its phase-in period (2026–2034) has left domestic producers vulnerable.

Germany’s steel industry—a €35 billion pillar employing over 80,000 people—has been operating on razor-thin margins. Companies like Thyssenkrupp and Salzgitter are simultaneously building billion-euro hydrogen DRI (Direct Reduced Iron) projects while losing competitiveness against Asian rivals using conventional blast furnaces and cheap energy.

The SPD’s proposal therefore blends protectionism with pragmatism: “If we can’t yet compete on cost, we must buy time.” The “Buy European” plan would let public infrastructure projects prioritize local, low-carbon steel, while import quotas or anti-dumping duties could restrain the inflow of cheap slabs and coils.

 

The Chinese Angle: Between Overcapacity and Energy Arbitrage

Europe’s anxiety is, in large part, about China. Despite Beijing’s efforts to curb steel overcapacity, China’s 2025 crude steel output is expected to exceed 1.05 billion tons, with exports surging past 80 million tons—a five-year high. Analysts attribute this to weak domestic demand, real estate slowdown, and the need to offload excess inventory abroad.

In the first half of 2025, EU imports of Chinese flat steel jumped 17% year-on-year, despite existing anti-dumping duties. Much of this steel is produced using coal-based blast furnaces—emitting roughly double the CO₂ of European hydrogen-DI units. Ironically, while Europe penalizes its own producers for carbon emissions, it simultaneously imports high-carbon steel at bargain prices.

That paradox now fuels the SPD’s argument: if Brussels can tax carbon through CBAM, why not protect strategic sectors outright? Critics call this industrial hypocrisy; proponents see it as survival strategy.

 

From Steel to Chemicals: The Domino Across Value Chains

The implications stretch far beyond metallurgy. Steel is the backbone of Europe’s chemical, automotive, and construction sectors. Rising costs ripple through coating resins, polyurethane foams, adhesives, catalysts, and solvents—materials tightly linked to steel-dependent industries.

Take coatings as an example: galvanized and painted steel coils are major consumers of resins and additives. If European coil production declines, downstream chemical suppliers lose scale, forcing them to either cut margins or relocate closer to Asian customers.

Moreover, hydrogen-based steelmaking competes directly with chemical producers for green hydrogen allocation. Both industries need vast electrolyzer capacity and renewable power, yet policy still treats them separately. A senior ECHEMI analyst might put it this way: “In Europe’s new industrial ecosystem, every molecule of hydrogen is political.”

 

The Real Game: Green Protectionism in a Decarbonizing World

The SPD’s “protect-steel” proposal is less about nostalgia and more about narrative control. Europe wants to prove that decarbonization doesn’t mean deindustrialization. But the arithmetic is cruel: producing a ton of green steel costs roughly €300–400 more than traditional routes. Without protective buffers, the “green transition” risks turning Europe into a market, not a manufacturer.

Hence, Berlin’s dual-track logic:

  1. Accelerate subsidies for hydrogen-based DRI, carbon capture, and green electricity.

  2. Buy time through protection—quotas, tariffs, and local-content rules—until green costs fall. 

But there’s a geopolitical undertone. If the EU protects its steel, China may retaliate against European chemicals or autos, further fragmenting global supply chains. At the same time, Washington’s Inflation Reduction Act (IRA) is luring EU manufacturers to the U.S. with massive tax credits, leaving Berlin squeezed between its allies and its industries.

 

China’s Counterpoint: Adapt or Diversify 

For China’s steel exporters and raw material suppliers, the signal is clear. Europe’s gates are narrowing, and future access will depend on carbon intensity certification and supply chain transparency. Many Chinese mills are now experimenting with EAF (electric arc furnace) routes, hydrogen trials, and traceability systems to maintain CBAM compliance.

Meanwhile, traders are exploring indirect channels via Turkey, Vietnam, and the UAE, routing semi-finished products that can bypass origin restrictions. Yet, this workaround cannot last forever—Brussels is already considering “CBAM circumvention clauses” that would extend monitoring to third-country intermediaries.

The smarter long game for China, therefore, lies not in evasion but in integration—investing in green steel projects abroad (for instance, in the Middle East) and using low-carbon branding to re-enter premium markets.

 

Between Green Ambition and Industrial Survival 

The “Protect-Steel” proposal exposes the contradictions at the heart of Europe’s green industrial strategy. On paper, the EU champions free trade and sustainability; in practice, it’s drifting toward a carbon-clad protectionism that mirrors the playbooks of Washington and Beijing.

For China, it’s a reminder that industrial competitiveness is no longer just about price—it’s about emissions, transparency, and political alignment. For Europe, it’s a test of whether “green sovereignty” can coexist with open markets.

Steel, after all, is more than metal—it’s the scaffolding of economic identity. And as Berlin redraws the line between competition and protection, the reverberations will echo from Duisburg to Tangshan, from refineries to resin tanks, shaping not just the price of steel, but the chemistry of global trade itself.
