Recently, Huang Ming, Secretary of the Party Leadership Group of the Ministry of Emergency Management, chaired a meeting of the Party Leadership Group in succession, demanding that lessons from recent accidents and disasters be learned profoundly, and that the strictest measures be taken to strengthen the safety supervision of dangerous chemicals. The meeting stressed that the most stringent measures should be taken to strengthen the safety supervision of hazardous chemicals, to implement the strictest market access standards, to formulate standards and norms for the construction of chemical parks and hazardous chemicals enterprises, and to establish a negative list of market access conditions for hazardous chemicals enterprises; to implement the strictest supervision and enforcement, to crack down on violations of laws and regulations in accordance with the law, and to rectify chemical parks that still fail to meet the standards after the deadline. Zone closes or transforms, closes and withdraws enterprises that do not conform to safety regulations and standards; implements the most stringent hierarchical and classified safety management system, strictly implements the joint punishment "blacklist" system, establishes a closed-loop management mechanism for enterprise risk self-examination, self-report and elimination; establishes an online monitoring system for early warning and prediction of enterprises in high-risk industries to realize dynamic and real-time management; The most stringent accountability, in accordance with the principle of "four do not let go" to investigate the accident liability, the accident due to inadequate supervision, seriously investigate the responsibility of the relevant supervisors.
In addition, the meeting requested that we should improve professional quality, adhere to the appropriate selection and employment of personnel, establish a mechanism for the exchange of technical personnel from enterprises to local safety supervision departments, improve the level of supervision specialization, strengthen the construction of professional support force for hazardous chemicals in the light of the reform of public institutions, cooperate closely with relevant universities and improve the professional personnel training system. We should innovate the system and mechanism, speed up the construction of key projects for natural disaster prevention and control and risk monitoring system, improve the command mechanism for emergency rescue combined with domestic and foreign war cases, strengthen the capacity-building of contingents, and promote the modernization of emergency management system and emergency management capacity.
