Enforcement and Inspection of Dangerous Chemicals Enterprises in Henan Province

Recently, Henan Province carried out special law enforcement and inspection actions for hazardous chemical enterprises throughout the province, and made a comprehensive law enforcement "diagnosis" of the safety situation of 45 provincial hazardous chemical enterprises.
Up to now, 10 enterprises have been inspected by special law enforcement, a total of 179 hidden dangers have been found, and 2 enterprises have been investigated and prosecuted. Henan Provincial Emergency Management Department issued a notice of rectification within a time limit according to law for all hidden problems identified, and follow-up work is being carried out in an orderly manner.
The responsible person of Henan Emergency Management Office told reporters that through law enforcement and inspection, enterprises with outstanding hidden dangers and serious problems and in line with the provisions of the Implementation Measures for Joint Punishment of Breach of Credit in the Field of Safety Production should be brought into the "blacklist" of joint punishment targets or bad records of safety production while carrying out accountability according to law and regulations.
It is understood that according to the law enforcement plan, the main responsible persons and safety production managers of enterprises are found not qualified according to the law, the special operators are not on duty with certificates, the safety distance of "two key points and one major" facilities and equipment is not up to the standard, the automatic emergency shutdown device is not used, the tank area has not realized the emergency cut-off function and equipped with independent safety instrumentation system, and the liquefied hydrocarbon storage tank is not installed. Illegal and irregular acts such as water injection measures, inflammable, explosive, toxic and harmful liquefied gases without using universal pipeline filling system will be investigated and dealt with seriously in accordance with the law. General cases are handed over to the local emergency (security) department for investigation and punishment. Major difficult cases are directly filed by Henan Emergency Management Department and punished according to the law.
Henan Emergency Management Office requests that all localities should strengthen deployment arrangements, accelerate implementation, organize experts and backbone forces, and inspect dangerous enterprises in their jurisdictions one by one. Enterprises that do not have the conditions for safe production and have major hidden dangers should stop production and rectify first. Enterprises that fail to meet the deadline for rectification will be closed down according to law.
