Zhejiang: Nurses registered in one place is valid in the whole province

"Nurses are registered in any medical and health institution within the administrative region of Zhejiang Province, and the registration is valid throughout the province. Through the filing, they can practise in many medical and health institutions within the administrative region of Zhejiang Province at the same time." Recently, Zhejiang Provincial Health Commission issued the Implementation Measures for Regional Registration of Nurses in Zhejiang Province. The Measures stipulate that nurses practicing in many medical and health institutions in Zhejiang Province shall determine one institution as the main practicing institution and apply for registration with the health and health administrative department that approves the institution's practice. For other institutions that intend to practise, they shall apply to the health and health administrative departments that have approved the practice of such institutions for further filing. Where the change of the principal license institution is involved, the business of changing the registration of the license shall be handled. If the change requires the continuation of multi-agency practice after the change, the applicant shall reapply for the record. Nurses who undertake the tasks of health support, consultation and further education approved by the major practicing institutions and participate in free clinics approved by the health administration departments, and who practice in institutions that sign assistance or trusteeship agreements, need not go through the formalities of filing.

Measures also clarify the supervision and management of multi-agency practice of nurses: multi-agency practicing nurses should accept supervision and management of various practicing institutions and local health administrative departments; contracts or agreements should be signed with relevant medical and health institutions to reasonably undertake work tasks, abide by professional ethics, and abide by the norms of diagnosis and treatment. If an illegal act occurs, the local health administrative department shall punish it according to law, and the punishment information shall be entered into the nurse registration information system.

According to the introduction of the head of relevant departments of Zhejiang Health Commission, the pilot work of regional registration of nurses is mainly aimed at strengthening the capacity building of primary nursing services, increasing the supply of nursing services and expanding the field of nursing services. Nurses are encouraged to practise in grass-roots medical institutions, health care institutions and social medical and health institutions to provide continuing care, long-term care and home care for discharged patients, chronic patients and the elderly.
